Big paint problem, clear coat respray is coming off

I bought my 96 850 turbo with bad paint. The passenger side was resprayed, poorly. The original color is bright red and no clear coat. The resprayed side mutated into a brick red and the shop sprayed it with clear for some reason. The clear is coming off of the entire side of the car and is 65% off. The 45% remaining has been delaminating and is flaking off the base coat. It is worst on the door panels but it is still very attached to the a, b, and c pillars.

I'm thinking about pressure washing the flakes off the surface of the paint but is there an easy way (aside from wet sanding) to remove the clear from the places that it hasn't started lifting yet? The base coat brightens up to something close to the original color when i compound it but i can't affect what is under the clear obviously. I have no idea why they painted it with clear or the reason but we think the car had some side damage as there is a little bondo crack in the right rear door and visible sanding lines near it.

dry block sand with 320, dry block with 400, wet block 400-600, a little filler on the cracks and dings, a 29 dollar hvlp gun from the parts store, a gallon of bright red tractor paint, and your in biz for cheap, But if not just take it to a shop and have it repaired correctly, base cleared, and straight.
1999 s80 t6 rebuild, 1969 gto 4spdRA3, 1982 f-350 diesel custom chassis, 94 bronco beater, and i cant legally buy booze. :)
