voltage regulator or alternator?

voltage regulator or alternator?

I tested my battery today with the car off and it's reading about 11.7 volts. Didn't start on its own. With the car on (jumped), it's about 12.8. The 75 month battery is less than a year old. Car started fine with the jump. Two questions:

1. How do I tell if it's the voltage regulator or the alternator?

2. Is the voltage regulator integrated with the alternator?
