Steps to Remove Rear Bumper Cap Please!

Recently a Hummer rear ended our XC90. There wasn't too much damage but the backup sensors in the rear bumper got punched into the bumper itself.

The part (rear backup sensor) doesn't look damaged and it seems that if I could just get behind the bumper cap, I could push it back through. The question is, how do I get behind the plastic bumper cap?

Anyone have a step by step or even just a few hints about how to get behind the plastic bumper?

The repair shop wants $1300 for this job! They are telling they would replace all the shock absorbing foam at the same time. It appears to have gotten compressed as well.
