Would someone be kind enough to tell, and show, me where I can find and remove the central locking relay on my 1996 850 base model? A diagram/picture and advice would be most appreciated.

Yes that's what the diagram shows. Is under the fuse box. The upper portion is accessible through the engine compartment and the lower inside under the dash.
Not sure how to attach the diagram but if you go to the the electrical diagrams on this site in the repair database, its page 11 for the 1996 850 set.

I just pulled 3 from a local JY. All three has the same numbers as the diagram and all said "locking relay". However one said "normal" and the other two said "Two step". They weren't real easy to get at but not impossible either. Since my car originall unlocked only the drivers door on the first push of the remote and the remaining locks on the second I surmise that min is a two-step variety. Will know when i put it in and see if conditions improve.

To clarify, I pulled relays from 3 cars to compare. It is a single, double wide relay module. Its says "two-step" on it. It used to behave as I described in an earlier post. However after installing the replacement relay there is no change in behavior. So I ask the forum What else could cause the drivers door not to unlock on the first button push yet all locks unlock on the second push?

The relay itself is just the 'worker bee' (it does what the CTRL module tells it to do).
It appears that your Alarm System Module keeps 'ignoring' the first burst from the remote, yes?
What happens when you turn the key in the door lock, does the system behave the same way, or does it unlock DS door (first step) then the other doors (second step)?
If the key 'works as intended', then the solution is to have the remote reprogrammed (re-learned).
