and where it goes.. I looked and couldn't find anything that jumped out at me...

2005 XC90 T6

our dogs ripped it off while trying to get a squirrel or raccoon that climbed up into the engine bay....

that number reads 8645404

Could it be the hose that drains the water from area under the windshied wipers? Usually found right up against the firewall?

definitely not.... Pretty sure it's some sort of air inlet for the air conditoner.... since they ripped it off, the air no longer works, and when you turn on the A/C we get a loud "hissing" sound.

Guessing it is a Evaporator Drain Duct Work. Call the Dealer with the Part Number.

correct me if I'm wrong, but a drain wouldn't make a hiss noise when I turn on the A/C...

It not only looks like a drain line but also a Plenum as some Air Intakes. The chamber is to reduce noise. I could be wrong on the drain but for sure that part was made to reduce noise in a system somewhere and it sounds like AC at this time. However, it is just an educated guess. As for the hiss it would be the refrigerant going through the Expansion Valve from a liquid to gaseous state.
