95 850 GLT, just recently my dash light stops working behind my clock and on the right half of my speedometer.
Is this a bulb, fuse, or a loose wire issue?

Burned out bulbs and to replace them you will need to pull the speedo cluster. Many people replace most or all of the bulbs at the same time when this happens. Personally I would probably replace all 4 large ones (194 bulbs; one of these is burned out) and the one in the clock, then wait for the others (warning lights) to burn out.
If you are interested in LEDs this would be a good time to put them in behind the speedo. But for the clock stick with good old incandescent bulbs, the LEDs I've seen don't give enough spread.
