Charcoal Canister Problem?

Hey guys,

My car has been throwing a P0103 and I have tried a lot of things. I replaced the O2 Sensor, MAF, and checked looked for vacuum leaks. There is something I found though. My charcoal canister is basically falling off of my car and I took a look at it today and noticed there is an elbow on the top of the canister that doesn't have anything connected to it. All of the replacements I have seen on the internet have a little stopper blocking off this elbow. Could this be causing the problem?

I got out a vacuum guage and plugged it into that elbow and it seems my car is pulling 16 inches of vacuum at idle. I should mention I have a N/A 96 GLT.

Does this help?

My purge valve is mounted right next to radiator (engine side)...I suggest locating yours, ans do a simple back-trace on that vacuum line.

The vacuum line from the purge valve down to the canister seems to be fine. I see that line that says "Vent". Should there be a third hose connected to the canister?

I really appreciate the help.
