Am I missing my EVAP canister (Edit: mystery hoses)?

So I have been having many issues with idling and acceleration. Replaced the MAF, checked vacuum lines, cleaned IAC, replaced air filter as the other one had collapsed. So I was thinking about going after the EVAP system since at this point I am at a loss. So I started to look under the houd since I had my car parked on the street. This is what I found where I think the canister should be (Image attached).

Both of those hoses are free at the end. What is this? I find it hard to believe that I have been driving around for 4.5 years with this like this.

That seems your cowl water drain hose, in my car the EVAP canister is at underneath the car RR wheel next to fuel filter others model behind front left fender.

Chepada called it... those are the drain tubes for water that collects on the cowl.
Regarding the problems with idling... have you checked the spark plugs? Those (at least on my car, a '97) can give poor idling when the gap wears on the wide side of specification.
If you can describe more about the problem with idling and acceleration and give more details about what you are observing, we can probably help you more.

I replaced the spark plugs ~10,000 miles ago. I think it must be a vacuum line issue but I can not for the life of me find it.
