Help needed with 1993 Volvo 850 in Denton, TX

I have a 1993 Volvo 850 that cranks but would not start. OBD code gave out TPS sensor problem which I replaced (no more error report), no start. I replaced the fuel pump, same result. Installed a diferent cam shaft positioning sensor, same story. Could use some help. Thanks.

can you hear the fuel pump running when you turn the igntion on?

I have been doing more pocking around. There is definitely no fuel pressure. There is fuel reaching the fuel pressure regulator, but stops there. Would that indicate faulty FPR? Vacuum line to FPR seems to be intact.
