1996 850 Turbo P0440 - limiting Boost?

For some time now my 96 850 Turbo is throwing the P0440 error code and the boost seems to be limited somehow? I use my OBD II to clear the code & the boost is again correct...it seems? A few weeks later the code returns. I know the error code is back because the boost is low (my CEL light is out). Replaced my fuel pump last year & elbows seem OK. Runs & starts just fine even with the code. Any suggestions? Is the code limiting my boost somehow?
