Best method for turbo reinstall? 2004 V70 awd

With Lucky's help, I have acquired a flashed ECU and 16T housing with billet wheel for my 04 V70 2.5T AWD.

When removing the turbo I left actuator and cartridge attached to the flange and pulled the entire assembly. This was a bit of a hassle.

Can anyone here suggest the easiest way to reinstall? I'm inclined to follow this order:
1. bolt flange to exhaust manifold
2. clamp on the cartridge /compressor assembly finger-tight
3. connect oil, water, and air lines
4. bolt up exhaust downpipe
5. attach wastegate actuator

Since no one is at ARD today and Lucky is out next week, can anyone recall or link to the initial setting for the ARD wastegate actuator?

Tips on when and how to fill the cartidge with oil would also be appreciated!
