Questions regarding waste gate actuator

So I Jerry rigged a tool to find out what psi my waste gate actuator starts to move at and when I got down to look at it the bar is all bent up. It took about 8 psi to get it to go so I adjusted it to 2, I have an 850 r and from what I've found it's supposed to be about 1.8, my questions are: is it supposed to open just a little at that psi or all the way? And, is that bar being bent a big problem?
