I have been reading over and over in a couple other threads about this issue. I think I am close to figuring it out. I do not have enough posts here to pm the person I would like to ask questions of, so I am hoping billofdurham will stumble across this and lend advice.
So far issues present are:
Non functioning speedometer
Non functioning odometer
Flashing up arrow
Flashing W/S/E buttons
Trans will often refuse to downshift to first gear after the car comes to a stop
Procedures performed so far are:
-Pulled cluster, swapped speedo, no avail.
-Pulled transmission speed sensor, inspected, cleaned, did not test resistance, reinstalled, no avail.
-Pulled differential speed sensor, inspected, cleaned, did not test circuit, reinstalled, speedo jumped to 45 and stayed until car stopped. After 3 or 4 miles speedo quit again
-Replaced bad capacitor in original speedo, reinstalled, no avail.
Next steps:
Clean grounds
Pull tcm and inspect connectors
Test resistance on both trans and diff speed sensors
Pull codes
Questions:
Does the speed sensor in the trans relay any information to the speedo?
Does the speed sensor in the diff talk to both abs and speedo?
Does anybody have resistance specs for speed sensor wiring?
Little about the car:
1992 960 wagon with 86k miles from original owner. It sat for some time, after the owner passed away and before his wife sold it to us. The car was at a shop to have the speedo issue corrected, but they couldn't figure it out. Supposedly, they changed the rear end speed sensor but it does not look new at all. They were also unaware that there is a trans speed sensor in the car. I was told that the shop tested the rear end speed sensor wiring and no faults were found, I have yet to confirm this.
I have very limited time to work on the car, and limited experience with electronics. My fiancée's dad has a lot of experience with electronics in general, and he will be helping me out with that type of work quite a bit.
Any input and advice will be genuinely appreciated!

Rear end sensor - A feeler gauge must be used, and there are shims available (at least on 240s/740s/940s).aStrauss wrote: Non functioning speedometer

Transmission speed sensor - See this AW-40 shop manual
Both must be working....they explain how to test transmission sensor, but unknown if this method is valid for rear-end. Bentley Pub for Volvo 240 Service Manual 1983...993 explains how.
If cruise does not work, then your rear-end sensor (or wiring) is messed up.
That sounds like the classic pnp switch issues.

Does anybody know if a bad tcm will always throw a CEL?
From the other thread that jesse8931 posted, it is sounding more like a cluster issue than PNP issue, and I believe the PNP switch was replaced by the shop that the car was at.
A bunch of the solder joints on the circuit board have been redone as well, and my fiancée's dad confirmed that they all look healthy. Replacing the cluster is really the last thing I want to do because if really like for the car to retain its original speedometer with the 86,XXX mile odometer.

On 93-944, if cruise works, but odometer/speedometer don't, it means you have an issue related to instrument panel...unless wire going to it got cut.aStrauss wrote:What will it mean if the cruise
