98 S70 Base Chronic Steering Issues

My wife's S70 steering has a very notchy feel to it, you really have to mean it to get it to steer and it doesn't feel smooth at all. Tire pressure is OK. The PS reservoir has needed to be filled and sometimes the fluid is foamy looking. I am not seeing any leaking under the car. No belt squealing and belt looks healthy.
Couple of questions:
1. The rack boots, I plan to release them to see if they are full of fluid. Will a zip tie be sufficient to hold them back on when I am done?
2. If the boots are dryish, would it make sense to just put in a new/rebuilt PS pump or are there other areas to check first?

The steering column bearing through the firewall is another place to check.

I have used zip ties to secure my inner tie rod boots. works greats.

+1 on the zip ties as mentioned above, at least one year in. I used zip ties on mine about a year ago and they're still holding up fine so far.
