2006 S60 T5
No turn signal, messages, no hi beam, washer pump, cruise control , and radio controls on steering wheel & column. Checked all fuses - all ok. Loss of steering wheel electronic control functions except for wipers blades, horn, and intermittent wiper.

SWM?

2005 and later takes the SWM onto high speed network for strg angle sensor functioning and the switches are LIN networked to the CEM. The SWM to CEM wire for switches is a green with white stripe.
Fuse 9 on the end of the dash is the fuse for SWM but with no other warning lights mentioned it is likely not a blown fuse.
Pulling tht fue would be a way to re-boot the module.

I would check head light module .on my 1998 V 70 I had to replace module to add for front fog lights (they are pre-wired) or bad J block
