1998 S40 no dash illlumination, tried fuse/switch/dash-HELP!

Hi Guys,
I just bought a 1998 s40 t4 and the dash and heater control lights wont light up.
I've checked all the fuses' swapped the dash for one that does illuminate and swapped the headlight switch assembly but still cant get them to work.

can anyone tell me if theres a relay that controls the illumination lights only?
the cig lighter and tail lights are working fine.

I'm really at a loss here!
