2005 xc70 emissions valve

i think that what the valve is. it is the valve in front of the airbox (not the tcv). to this valve, i think there is a line coming from the fuel tank and then from the valve to the intake manifold. i think it is to consume fuel vapors.

at any rate, the valve seems to cycle every few seconds, is this correct? what is the valve called?

Evap valve and also known as a vapor canister purge valve. Yes, it will cycle while idling. It also cycles when driving. The cycle is variable based on fuel vapor level in canister.
