2009 S60 Out Of Balance?

2009 S60 Out Of Balance?

Just had four brand new tires (Conti DWS, thanks for recommendation JRL!), but I'm getting a really loud noise from the right/passenger side of the car along with vibration, was the car improperly balanced? The noise and vibration increase with speed.

Did they get the lug bolts tight?

Consider swapping right front with right rear and see if the noise moves with the tire to the new location.
