2008 V70 High Beam Fuse Blows All the Time

The High beam fuse blows constantly. It happens as soon as high beam is selected or very shortly after the high beam is on. The fuse is 15amp and I even replaced it with a 20amp. Is this a common problem and any suggestions on how to trouble shoot it without taking it to the dealer?

Did you ever get this figured out?
Was it also effecting the turn or hazard lights?
