1998 Volvo s90 Key fob will not program

I just bought this car it has 173,000 miles on it. I called the the dealer got the part number for the fob before I bought one. I got one used off ebay and tried reprogramming it . I got in made sure everything was closed and turned the key on and off five times leaving the ignition on with the fifth turn. The light for the alarm flashes and when I press the buttons on the fob the light goes solid then starts blinking again. The key fob still doesn't work although it seems to program. Do you guys have any suggestions? Thank you in advance, Travis .

DO the locks work with the key turned in the door or with switch inside?

Yes the locks work with the key and the door locks. It gives the blink of the lights when locked with the key and the led light on the dash lights up like the alarms system is functional. It has me stumped, I studied how to program this fob for like a week before I tried to program it. It seems as if it accepts the fob but it doesn't work .
