Heater control has no lights or operation when real cold around 37f or lower and then will start working without issue. is this a bad solder joint, bad controller or something preventing operation when cold?

There must be something worn in the controller or the wiring. A bad solder joint is a reasonable guess.
There certainly isn't anything that prevents it from working at low temps by design.
