1998 s70 won't start when cold
acquired car two years ago, it has always had the problem not starting if single digits outside. When it is that cold if we jump the car it would start, and yes put new interstate battery in and new alternator last winter. this winter was fine until this week when temps dipped down to below zero for the high of the day even. can not get car to start at all. car is getting fuel, has spark and compression great. noticed that the two inch tube that lays on top if radiator and goes to throttle body collapse when trying start, car may start for second then stalls. is throwing the secondary air injection code but what I have read this does not keep my car from running. Hopefully some one can point us in the right direction. also car has turbo

The intercooler is frozen and air can't get through it. There is a weep hole in the intercooler that is supposed to drain condensation but it can get clogged up and water accumulates.
If you can stick a heater in front of the radiator you can thaw it out.
