Ive replaced the intake manifold, egr gasket, pvc system, and all vacuum hoses. Now I have an egr, system too rich and random misfire codes. Long term fuel trim is at 21%!? I am curious as to tell if the egr is functional or not and I know I have an air leak some where to track down. The air leak code didn't arrive till months after the repairs I did.

I have a vacuum tester but I cant find the specs.

The EGR is pretty simple. Pull a few PSI of vacuum and the valve should open and the vacuum should hold.

What codes do you have and what is the car (year, turbo or N/A)?

Most EGR flow codes are due to the hole in the intake manifold being clogged up but I assume you cleaned that whew you had the manifold off. Sometime the valve itself gets clogged but you can clean it with brake cleaner an often get it to work again.
