P0722 speed sensor code:transmission or ABS?

Hey guys ive seen several posts about this code but I can't seem to find a straight answer. I guess everyone is going to have different opinions. Wondering if there are any experts out there that have dealt with this. I have all sorts of abs codes but the one that worries me is the P0722 code. It is a output speed spensor code. There are two sensors, changed both but the codes still read. The check engine always stays on but occasionally an orange arrow comes on, the abs light, and it shifts rough or goes really slow. Then a few mins later, everything is fine. Also, sometimes the speedometer stops working. I have seen other posts that have these problems, they have changed the ABS module, and it works ok. Mechanics I have taken it to, says the abs wouldn't cause this code, that it may be something inside the transmission. Does anyone know if a bad ABS would cause this code and if I should replace it? I need to pass emissions or sell the car. Thank u!
