Can I put a 1997 850 instrument cluster in a 1995 850. Are they compatible?

IIRC, there are 2 different kinds of instrument clusters for the 850. So long as the make is the same, they fill swap just fine. Remember, there are turbo and non turbo clusters. While a turbo will work in a non turbo, the boost gauge will not work unless you hook it up to a vacuum line. But what is wrong with yours? A new ODO gear is only $10, and a few light bulbs are reasonably cheap.
The problem with a swap is the miles on the ODO. Legally, the ODO cannot be lower than the miles on your current cluster. The A-7 port will show you the miles.

If I had a larger garage, I could have more Volvos.

Apart from turbo and non turbo clusters, which only difference is in turbo gauge, for non turbo models there are Yazaki and Vdo clusters.
They are visually very different,so as long as replacement cluster looks just like yours it will fit.Cars with Yazaki clusters are very rare and chances that you will find one are pretty minimal.

So...you can put instrument cluster from '97 to your '95.
