Could someone tell me why FCPGROTON's OBD II code reader for 1996 and newer only works in vehicles produced for the U.S. market?

Does Canada have OBD-II compliance? If so, I would think that this code reader will work fine.

Btw, it is a Equus Innova 3100 (same one I have which I got off of eBay for about $75). Check around...you'll find them cheaper than at FCPGROTON or IPD if you're wanting to buy one. But before that, let's first make sure it will work on your Canadian model Volvo.

Another btw: In case you're wondering, this scan tool will not turn off your service light. You'll either need to go to the dealer for that, buy software that you hook up to your OBD-II port with a PC or buy a "reset" tool made by a company called Draper. I also bought one of these from eBay for about $60

I just checked the cover on the socket. It says OBD-II right on it. I couldn't see it until I removed the cover. What do you think?

Just found one on ebay for 40 bucks. In Canada. :)

I haven't actually bought it. Not yet anyway. I googled OBD-II and got lot's of hits. There are some reviews including one from a guy in Canada. I can't see any reason why it wouldn't work.
