2001 Volvo setting timing without timing belt

Water pump froze up and timing belt came off. Can the timing be set without a timing belt?

The timing is checked with two marks on the upper cover for the camshaft pulleys and one mark on each pulley, then two marks on the tooth of the crank pulley along with a nearby small bump mark on the block
