Adjusting the ebrake?

Adjusting the ebrake?

So I've never dealt with drums before, everything I've had has been discs, so I'm not sure what to do with this. The ebrake doesn't grab at all and I figure it needs to be adjusted. I found the adjustment thingy in the tranny hump on the driver side, but after reading the instructions online in still confused about how to adjust it. Could anyone explain it to me with more detail?
