2004 XC90 Both headlights and tail lights failed

2004 XC90 Both headlights and tail lights failed

Both headlights high and low beam and tail lights do not work in any switch position. All fuses in the main fuse box are good. All other lights on the car (hazards, fog, position) work. Is it the automatic light sensor circuit, a lighting module in the wiring, or something else? I am really trying to avoid going to the dealer. I have the wiring diagram for the lights but I don't know how to chase that down to the failing part.

I know its stupid but I have heard where there was a electrical short and burnt out all the bulbs, check them out just to rule that out of the way second get a volt meter and see what readings you get also there is more then just main fuse box I think xc90 has 4 of them one under the hood, one on the side of the dash-driver side, one under steering wheel near pedals and one in the trunk.
