2001 S60 insturment cluster dead/ hvac dead

A friends car the insturment cluster is inop and now the heat and a/c controls is not working either. I checked all the fuses and they are good. I assume its a bad CEM ??

The a/c controls could be a fuse in central panel. This can fail when the battery is connected without having the ignition key in position II

The cluster can be repaired on Ebay for $150

Central panel is the fuses under the hood ?

It's the part were the heating controls are located, above the shifter. There seems to be a small relay inside, there was a diy posted by someone with a similar issue.
