1995 850 T5 Stuttering at idle, minor hestitation

Hi guys,

Having an issue with my 95 Turbo. Much of the time at idle the engine "hiccups", or sounds like its misfiring, fine under acceleration though. Just during idle especially while in gear. No codes are thrown, no check engine light. I was having these symptoms when my fuel pump was failing but it seems to be fine with the new one. What could be going on? Also at WOL I get the "turbo cut out" at around 5K RPMs and I think this due to over boost after I turned in my waste gate control arm a couple turns to get more boost.
Thoughts? Ideas?
