2004 V70 2.5T Foglights not coming on

Recently purchased a 2004 V70 2.5T and it didn't come with any foglights, so I purchased a set of foglights and new Volvo button. I installed the button and foglights, took the car to the dealer and had them disable the DRL's and enable the foglights using VIDA; however, the foglights still don't come on. When pressing the button, the indicator light comes on but there is no voltage through Fuse 18. Checked the fuse and tests fine with a multimeter. Is there a step that I missed or do I need purchase some in addition to what I have to enable the foglights?
