2008 C70 Convertible top will not go down

2008 C70 Convertible top will not go down

Top will not go down - Other site tells me it is a recurring problem for this model and needs to have micro-switch or potentiometer replaced. Can this be determined by my local mechanic or does it have to be a certified volvo mechanic?
