04 S40 Key Issue & fuses respond

Please I want to ask something here, I have replace a cem, and perform reload, now when the cem was place on, the dim was blank, no light is on...

After reloading, the dim shows exclamation " ! "sign. But no check engine, abs and other lights, none are on...

I once remember that I program a key for 2008 s40, when the key was inserted and turn on, there is nothing on the panel, but after programming the key, and turn the ignition to off and the back to ON, the lights came on,

now question is, if a key failed to add up, during cem reload, should other units still be able to light up, when key is turn ON, cos mine nothing come on and I receive fault code related to incorrect key id, could this cause some fuses on the cem not to release power to all modules on the low speed
