This is merely speculation and not actual:

Lets say a person purchased a car, and then found out the previous owner removed the Catalytic Convertor for reason unknown. (It was cut out, and a straight pipe is in place). The new buyer lives in a state where there are no emission laws. However, new owner wants to move to a nearby state where emissions testing is required for all cars. Would new owner need to purchase a new cat, get it welded in? Is it as simple as that? Also, new owner does not have any check engine lights, and the engine light does function.

Most likely, along with new sparks, new O2 sensor, maybe new wires and distributor cap/rotor, clean PCV system, new air filter, inspect all vacuum hoses for fitness and correctly fitted, and then maybe go to emission test site.

Not having a check engine light light-up does not mean the O2 sensor is Good.

Redblock motors use readings from both a pre and post catalytic o2 sensor, right 93?

Yes,
You can weld in,clamp in etc. I have great success with Magnaflow units. If you mark out where you want the cat and oxy bungs I can weld them in for you . You just need to pick a cat as long as the straight pipe or we will need apiece of filler pipe. Any local welder can do it. If you can't find someone local ,let me know. I can do it over most weekends and ship it on Monday.

1993-944 with Rex-I/Regina uses one O2 sensor
