Would you check the parking brake adjustment after changing both rear rotors? That is, replacing the old rotors with new ones?

I’ve been driving a Volvo long before anyone ever paid me to drive one.
That's probably because I've been driving one since 2015 and nobody has offered to pay me yet.

Yes. Minimal chance the shoes will be correctly adjusted.

In most cases you can't even get the old rotors off without loosening the parking brake shoes so indeed they will need to be readjusted.

Then the next question is, why do you suppose the garage that changed both rear rotors did not adjust the parking brake before releasing the car back to me? The brake worked fine before they worked on it, but now it barely holds the car from moving even when just idling with the brake handle fully pulled back. You can feel it grab a little, but not enough to stop the car from moving. Before "repair" it would stop the car.
How important is the parking brake do you think? I would think it would be for emergency situation if the normal brakes did not work.

With an automatic it isn't terribly useful but with a stick it is absolutely critical. Even with an automatic it should work. Re-adjusting the shoes isn't a huge deal and the shop that did the brake job should complete the job for you without a bunch of whining. There is a hole in the drum portion of the rotor, on the face behind the wheel, and all they need to do is line that hole up with the adjuster star wheel. Once they locate the adjuster they just use a screwdriver to catch the star wheel on the adjuster and advance it until the shoes just touch the drum. Even for a mechanic that has never done the adjustment on a Volvo it shouldn't take more than 15 minutes.
They may have just forgotten to adjust the shoes before they sent it out the door.
