2004 xc90 T6 Turbo whisle/whoosh under load

Hi. Im getting little power and no boost. It remains vacuum across all range of speed and load.
I have:
tested one waste gate (the easy on #2) opens at 3-4 psi

removed the turbo plastic pipe that joins the 2 turbos together and was unable to find leaks

removed the hose that connects the turbo output into the intercooler and tried blowing into it, but air will not go, not even after removing one of the small hoses after the intercooler (blocked???)

Power was surging constantly, but most notoriously when going uphill. I replaced the turbo solenoid (oem genuine)

i have Dice, vadis, vida, vtc200..... to perform any tests.

have been getting on and off check engine light.
System too rich off idle for both banks
system too rich at higher load for both banks

i know I'm loosing boost of metered air, but can't find it.....

Can you access the inlet portion of the turbo and spin the fan to make sure the turbo is not locked up..
This is a job , so make sure you want to do this .
Does your scanner indicate if the turbo is being "activated" ? I have not tried this w/my scanner so I don't know what is displayed.
