Hey, does anyone have any recommendations to good affordable bluetooth receivers that are compatible with the steering wheel controls (in a 2003) OR any good adapters that "convert" Volvo's digital signal to aftermarket receivers? I looked into GROM and for the price, I'd rather get something that looks a little nicer and works more reliably than my 17 year old OEM stereo.

You can try luck with Axxess adapter.
If you are an electronics DIY hobbyist (and your time is "free") you can easily build your own adapter, for cheap.
I have Kenwood DDX371 with Arduino adapter, which I tirelessly advertise cost me a bit more than Axxess and much more time to reverse-engineer, solder, install, program, though I have not only steering wheel controls working, but also automatic dimmer and backup camera.
