1999 V70 R troubleshoot fuel pump

My fuel pump seems to deliver fuel to the fuel rail when I first start the car but doesn't keep running and eventually I run out of gas. If I shut it off, wait a little while and restart it, it will start and run until it runs out of gas again. What tells the pump to turn on and off?
