1998 V70 Start up misfires after air filter repair

Hi! I love my car (185,000) and have never had a major issue with it until recently. I had been experiencing a high pitched whining sound that would start about one minute after starting it up and run for about 3-4 minutes and then wind down. It almost sounded like a jet engine (though not as loud :) ). I took it to a new mechanic who was highly recommended and he said it was something to do with the air filter or pump so he just disconnected something that wasn't needed anyway. The sound did stop. But within a day or two I started to have engine misfires. I would start the car and it would take a few seconds to catch (never happened before) and once it did there was kind of a low level rumble and a feeling like the engine might kill at a stop or something. It didn't. But I drove it to the grocery store, parked it for 20-30 minutes, and when I came out it just didn't start again. It tried to, but couldn't catch. I let it sit for two or three hours and it started again. This has now happened intermittently four or five times. Same thing each time. I've taken it back to the same repair shop and they claim they have no idea what it is. Took it to a new place, same story. Replaced the camshaft position sensor thinking that might be it, but nothing changed. I love this car but no one seems to be able to tell me anything. Please help!

Okay, did they remove the SAS (secondary air system) pump? Do you have a check Engine Light on? The whining noise would have been an air leak. The vacuum lines to/from the air cleaner should be checked out.
Current Volvos:
1998 V70 T5, 112k sat 5 years, still in mechanical coma (finally at the top of the pile )
2004 XC90 T6 AWD: 186k, 60 on transaxle ( traded in )
1998 POS70 N/A: DD/training aid, 236k but really about 240k, I think...ABS module( passed on to son who sold it)

The pump is still there, but I believe they removed the relay. The check engine light comes on but is usually always on so no difference there. The car pulls a p140 code if that makes a difference?

The symptoms are consistent with bad fuel pump relay.
Search forum for relay 103 and how to jump pin 15 and pin 87.
