2001 Volvo S80 Passenger Airbag

The passenger airbag is deployed. Can I just remove the dashboard cover,
like in this video: and
replace the dashboard cover with a new dashboard cover that includes a
passenger airbag?

I believe this is simpler than removing the entire dashboard. I believe I
have to also replace the seat belt pretensioners in the pillars. Would I
have to do both sides?
