Pvc seems blocked but where?

2010 S40 60k classic symptom of clogged PVC, no vacuum at oil filler when removed with engine run. Just blows air out of it and dipstick hole. I took catch can /filter off engine and found PVC valve within canister to work like it should one way. There is no blockage at mating surfaces. The small hose from going to catch can from front of engine is free of blockage. The rear one from catch can to intake mani feels clogged when I blow into it. Shouldn't this line be free even with engine off cause one of the intake valves would infact be open? What could possibly get blocked here? Am I troubleshooting this proper? Thanks,
