1999 C 70 convertible power window problems

I have problems with my C 70 convertible power windows. The windows are not working not up not down. I have checked fuses, motors,they are ok, changed the power window control unit, changed the switch panel in driwers side. They are not either moving when I am switching the soft top up, they should go down about 5 cm, am I right?
