do 84 fuel injected Volvos have any kind of built-in error reader like a flashing engine light? how do I access it?

Not until 1989, with LH 2.4 for 240 series.

For 1984 models you'll need to research each electronic system. Learn how each system works. there will be a fuel injection system and an ignition system.
