In Dash Start Module. Coded?

The in-dash FOB mechanism in my wife's 2008 V70 is becoming intermittent. Sometimes the start button won't work, sometimes it won't eject the FOB but only chatters, and it always chatters when inserting the FOB. A local Indy want's $750 to replace it, the dealer want's $550, and I found the new OEM Volvo part on Ebay from Tasca for $180. I know how to remove and replace it but is this device also the reader and will it have to be coded by a shop to read our FOBs? Or does it just read the FOB and relay the key data to an authenticating processor? In other words, is it "smart?"
