My new to me 2004 v70 2.4 non-turbo....
No DTCs at all in VIDA - a completely fault-free car at 142K
But when I turn the key and start it, it revs up to 2K rpm, and can take 10 - 20 seconds to drop back down to a normal idle rpm of 700-800 rpms.
My 2001 never did that.
But, like I said, no codes... Maybe a sticky throttle that needs some cleaning? But wouldn't that throw me a code?
High Revs at start, calms down to normal after 10-20 seconds

1982 240DL: Drove it 32 years and 1.5 million miles (sold, even still had mint leather!)
2001 v70 2.4T: The most expensive $1500 car I ever bought ("Volvo Turbo" - what an oxymoron!) (sold)
2004 v70: Far less fatally-flawed v70 - It served well (sold)
2010 v50: Smaller, slightly sportier wagon. Its got a spoiler, so I upgraded with sway bars!

Welcome to the P2 forum and world!
The Denso ( I think) management system in the P2 does this to help heat the O2 sensor.
I use those 20 seconds to roll my ...eyes.
It's normal operation.

But if that is normal, what would have prevented my 2001 v70 from doing this same thing?
My 2001 v70 NEVER did this, not ever.
The only difference between the two cars is that the 2001 was turbo, while the 2004 is not.

Because something perhaps was never right in your 01 plus settings change from year to year for emissions

There are huge differences between non turbo and turbo engine management
My 1999 does not high idle, goes right to 750
My 2005 high idles just like post 1.... At least it was last time I could pry it from SWMBO

I would not worry about it unless there is some other issue with you car and you think this might be related.
