Could this be something in the ABS controller?
I had to change out the original but the replacement was not in the list of part numbers for a 2000 V70XC.
The tires are correct. So they are not the culprit.

I noticed the descrepency when passing through a few speed monitors on the highway.

What dimensions are they?
My car,for example,came from the factory with 205/50/16 on Persus wheels.
There were variations with 195/60/15...195/65/15 or 205/60/15,dependable of market.

It isn't your abs module. More than likely it's the roadside radar deals that are off.

Didn't think so.
The tires are Spec according to the plate in the fuel access. Those are on Terra rims which are also Spec for the XC. I don't suppose deer whistles will defeat the radars

Have someone follow you and check the speed in another car. If they are both out by 10kph then the radars are likely off!

I always speed up when I see those in an attempt to set some sort of imaginary high score as long as it isn't in a residential area.

In any car speedometers have a positive measurement deviation in about 5-8 percent. In this way manufacturers prevents drivers from exceeding speed limit. Also, there is a correction value for tyres size stored in instrument panel. Surely, this value should match to real tyres size.
