These things are so tight, that a minute size discrepancy in production is enough to screw you over royally.
If you're absolutely sure that the bushing is too big, you can sand it down 1/2 millimeter and see if that helps. Had to do that with mine, after I compared it to another new one at the dealer, and they agreed it had to be about 1/2 - 1 mm too big. There was no way it was going in.
