car is sluggish taking off runs good after 35 or so

Please be more specific regarding which light is flashing.
Do you mean the transmission gear position indicator next to the shifter?
Or do you mean the "upshift" light on the dashboard?
Yes, it makes a difference.

If it's the dashboard light, flashing is not good and means that the TCM (transmission control module) is trying to prevent the transmission from self-destructing. You can try to check, maybe change the fluid, but odds are a pro will have to take a look.
