V70AWD Seat Belt back seat

Rear seatbelt will not unlock, after back rest has been down for some time. Any ideas. Or am I looking at changing belt or seat back. Thanks in advance.

Unbolt it at the lower mounting point.
That'll give you the slack you're looking for.
Next time you fold the seat, buckle them up.
